Why supervision of HG1/2018 projects has become an essential competence
Public construction projects can no longer be managed effectively through site technical control alone. Contract execution requires simultaneous technical monitoring, contract administration, financial control, time, documentation, dispute prevention and protection of the Contracting Authority. In contracts governed by HG 1/2018, the Supervisor has a distinct role: tracks execution, verifies contract compliance, records relevant events, supports the Contracting Authority and contributes to dispute prevention.
The vulnerabilities are contractual, not only technical
Insufficient documentation, uncontrolled delays, payments uncorrelated with progress, poorly managed variations, nonconformities, claims and decisions that are hard to defend at audit.
Every event must be turned into a process
Fact, finding, analysis, options, impact, recommendation, Contracting Authority decision. Without this flow, supervision remains reactive.
The Supervisor's role is distinct
It does not replace the site supervisor and does not decide in place of the Contracting Authority. It analyses, documents, recommends. The decision remains with the CA.
Time, cost, quality and payments are tracked together
Contractual baseline, construction programme, payment statements, nonconformities. Physical progress must justify the amounts claimed.
Variations, claims and disputes require method
Notices, causation, entitlement, time-cost impact, litigation risk. Documentation makes the difference at audit and in dispute.
SUPERVIZOR Agent AI augments, it does not replace
It standardises analysis, checks completeness, flags risks and increases traceability. Professional responsibility remains human.
Modern supervision is a competence for professionals who want public projects that are more predictable, more defensible and with lower contractual risk. The shift we pursue: from reactive supervision to structured, documented, auditable supervision, augmented with AI.

Platform
Europroiect Estate Labs
Participants on this course get access to the Europroiect Estate Labs platform. There you work through hands-on labs on the course scenarios, across three difficulty levels. It is not a video catalogue. It is guided practice: you finish a live session, then apply it in the lab.
- Practical labs dedicated to the course you enrolled on
- Three levels: Easy (foundations), Medium (real project), Hard (decision under constraint)
- Progress at your own pace after live sessions, on the same platform
Easy
Foundations
You build the basics. You complete the right artefact with guidance: a clean WBS, a schedule, a register, a baseline file.
Medium
Project
You assemble the pieces on a project scenario. Dependencies, constraints and real data appear. This is where you see whether you can apply, not just reproduce.
Hard
Decision
A decision with incomplete data, conflict or deviation. You must analyse, choose and document.
Labs access is included for participants on this Live Online course.
What competencies you will demonstrate
By the end of the programme, you can demonstrate concrete competencies applicable on real projects.
Administering HG 1/2018 works contracts
You understand the roles, responsibilities and authority limits of the parties involved.
Exercising the Supervisor role
You integrate the technical, contractual, procedural and project-management dimensions.
Integrated progress monitoring
You track time, cost, quality and contractual obligations against the same baseline.
Analysing programmes and delays
You identify causes, impact and implications for the contractual duration.
Verifying payment statements
You correlate amounts claimed with physical progress and supporting documents.
Managing contract variations
You analyse necessity, legal basis, whether the change is substantial, and the impact on time, cost and risk.
Who this programme is for

Session-by-session programme
Each session has clear objectives: what you learn and what you apply.
The contractual framework, the actors and the limits of authority. The Supervisor analyses and recommends. The Contracting Authority decides.
What you learn
- The application framework of HG 1/2018 for construction and design-and-build contracts
- The project's contractual structure and the relationship among contract, management and supervision

- Roles and responsibilities: Contracting Authority, Contractor, Supervisor and the team
- Limits of authority: the difference among analysis, recommendation and decision
- Principles: neutrality, documentation, traceability, consistency, prevention
What you apply
- You build the contract actors map
- You develop a role-responsibility-authority matrix
- You identify the Supervisor's obligations in a contractual scenario
