The law has changed. Your files will not wait.

From 25 August 2026, Law no. 169/2026 — the Code on Spatial Planning, Urbanism and Construction — is in force: 584 articles and 8 annexes that reunite and rewrite the rules for planning territory, obtaining planning certificates and building permits, executing, receiving and sanctioning works.

Read in fragments, the new text costs you: a misunderstood deadline means a rejected file; a procedure applied out of habit means delays, costs and sanctions. Scattered notes, forum answers and “how it used to be done” are no longer a working system.

Expert CATUC Legislation takes you through the whole Code, in the order you use it in practice.

What you will learn

  • How the Code is built and how to find the right article in minutes, with cross-references between books, titles and annexes
  • Spatial planning and urbanism documents: PUG, PUZ, PUD, endorsement, public consultation, environment and financing
  • Zoning, basic urban rules, properties and zones with special regulations, urban operations
  • Planning certificate and building permit, step by step: documents, deadlines, approvals, demolition, concessions and engineering works
  • Control, sanctions and litigation: what happens when you work without a permit and how to regularise
  • Consequence classes, quality and performance in construction, construction products
  • Roles and responsibilities: investor, designer, verifier, contractor, site supervisor, authorities
  • Lifecycle and investment project management, from planning certificate to handover
  • Transition from previous legislation and the 8 annexes, explained
  • Legislative risk: which alerts to watch and how to keep your knowledge current
