Testare Competent Project Management

Why is it necessary to test project managers?

In Romania today there is a fairly large number of people who hold a certain certification for the occupation of Project Manager, but no standard of professional competence in project management has been adopted, as there is no body for evaluating and testing the personnel in this field. field. Certification guarantees that a person is competent to carry out certain activities and perform certain functions on the date on which he passed a certification exam.

As time passes, two things happen:

First of all, new project management tools and techniques appear, new methodologies and new methods for a more efficient and effective approach to projects

Secondly, people who have obtained a certification, after participating in a course, can devote more or less time to study after obtaining the certificate. With the passage of time, the unused knowledge begins to be forgotten, and the efficiency of people can decrease.

To mitigate these aspects, project managers must be constantly in contact with new knowledge and approaches to project management (by attending courses, seminars, webinars or reading specialized books and articles) so that they can evolve in their career, being also efficient in daily work.

Professional competence is described within professional competence standards or other normative documents used as the basis of certification. The opportunity to work in projects stimulates individuals to prepare and get certified in project and program management. The great diversity of training service providers, as well as the existence of several training approaches, makes the differences in the training of specialists relatively significant, which creates difficulties for employers. The definition and application of standards of professional competence, as well as the creation of a periodic staff evaluation system, which is based on these standards and methods, supports organizations that recruit and use specialists in project management.

On the international level, certification in project and program management is of great interest, as globalization has also included project management and for this reason the issue of the need to adopt global standards of competence in project management has begun to be raised.

Being in contact with the most important international project management bodies, EUROPROIECT ESTATE has created specific procedures for testing and evaluating the knowledge, experience and personal skills of project managers.

Because many companies have requested staff testing services (for the selection procedure and then the evaluation and testing of some candidates for the positions of project managers) as well as the evaluation of project managers in the organization, in order to establish the level of competence for assuming roles and responsibilities within the organization, we standardized this approach, being able to provide relevant results.

Practice shows that in Romania there is a fairly large number of people who hold a Project Manager Certificate (obtained after participating in various courses and taking a form of examination), but who, in practice, do not obtain the results expected by employers. On the other hand, it is noted that the norms for the periodic evaluation and continuous education of project managers are still in the discussion phase, on the table of the Romanian government.

In order to support companies that use project managers and that want to know the level of skills, competences, knowledge, tools and techniques, skills ... etc. held in the field of project management, EUROPROIECT ESTATE has developed these services which (coming from an organization professionalism, independence) can provide organizations with relevant information regarding the level of competences of the staff employed.

The test methods contain the assessment of knowledge for basic terms, tasks, practices, skills, functions, processes, methods, techniques and current tools used in project management. Advanced knowledge, innovative practices, methods, techniques and modern project management tools can be tested and evaluated to highlight the level of professionalism and competence of each person.

Active profession in the field of project management, continuous improvement of professional training through different forms of professional development must be a major concern of every project manager who wants to advance in his career.

An evaluation body that functions as an impartial body, in the sense that it does not specifically promote the interest of a certain group, is particularly useful for organizations that can periodically objectively establish the level of competence achieved by project managers, without predominating the interest of a particular group. certain parts, at the same time stimulating employees to constantly concern themselves with professional development.

EUROPROIECT ESTATE ensures the development of the entire evaluation process, which means that it uses testing and evaluation policies, the supervision of the application of this policy, the establishment of various commissions, which ensure the impartiality of the testing, analysis and evaluation of the personnel.

The organizational structure and methodology used by the evaluation commissions allow to ensure the obtaining of certain results, because it is based on judging, in the knowledge of the case, whether or not a certain person has a certain level of competence in the field of project management or the knowledge necessary to take over a certain role or specific responsibilities within a project or organization.

After the evaluation, a Certificate of Competence in Project Management is obtained that attests to the level of knowledge and skills that the respective person has reached up to that moment. The document that is the basis of the staff evaluation, has as a professional competence guide, the Project Manager Competency Development Framework - developed by the Project Management Institute, PMI-USA.

This lucrative framework contains the requirements regarding specialized knowledge, grouped by topics such as: the basics of project management, project management processes, project planning, project control, project organization, project documentation, project management, etc., topics that represent experience requirements and personal skills for each level.
