Why supervision of HG1/2018 projects has become an essential competence
Public construction projects can no longer be managed effectively through site technical control alone. Contract execution requires simultaneous technical monitoring, contract administration, financial control, time, documentation, dispute prevention and protection of the Contracting Authority. In contracts governed by HG 1/2018, the Supervisor has a distinct role: tracks execution, verifies contract compliance, records relevant events, supports the Contracting Authority and contributes to dispute prevention.
The vulnerabilities are contractual, not only technical
Insufficient documentation, uncontrolled delays, payments uncorrelated with progress, poorly managed variations, nonconformities, claims and decisions that are hard to defend at audit.
Every event must be turned into a process
Fact, finding, analysis, options, impact, recommendation, Contracting Authority decision. Without this flow, supervision remains reactive.
The Supervisor's role is distinct
It does not replace the site supervisor and does not decide in place of the Contracting Authority. It analyses, documents, recommends. The decision remains with the CA.
Time, cost, quality and payments are tracked together
Contractual baseline, construction programme, payment statements, nonconformities. Physical progress must justify the amounts claimed.
Variations, claims and disputes require method
Notices, causation, entitlement, time-cost impact, litigation risk. Documentation makes the difference at audit and in dispute.
