Why construction project management under CATUC has become a mandatory competence
CATUC (Law no. 169/2026) redefines the framework for construction projects: a unified code, new classification, integrated approvals and stricter traceability. In this context, the project manager must apply the new legal framework, prepare the Project Management Plan (Art. 541) and use it across the full S0-S7 life cycle.
CATUC introduces new leadership obligations
The new Code formalises tools, roles and stages that the project manager must integrate into decisions, not only know about.
The Management Plan is no longer optional
Art. 541 establishes that the Plan is prepared by the project manager and approved by the developer, with 10 mandatory components.
From territory to permit, on the critical path
PUG/PUZ/PUD, Planning Certificate, permits and Building Permit must be integrated into scope, schedule, cost and risk.
Life cycle S0-S7 requires stage control
Gate reviews, deliverables and stage-gate criteria organise the project by clear stages, not by isolated documents or ad-hoc meetings.
The competence in focus: integrating the Plan components
Scope, cost, time, procurement, resources, risks, quality and communication must be calibrated together. Not in separate files.
Verification before approval
The Plan is verified for completeness, coherence and calibration to the project's consequence class.

COR 242101 certification, Project Manager
On completion, after the final exam, you receive the Certificate of Completion for the occupation Project Manager.
What you receive
Certificate accredited by the Ministry of Education and the Ministry of Labour, together with the descriptive supplement of competencies acquired.
What it means
The diploma and competency certificates are recorded in the employment record (REVISAL) and support employment and pay aligned with this qualification.
The exam
Held with a ministry commission. The exam fee is 450 lei and is not included in the course price.
European certification. For international recognition of certificates obtained in Romania, apostille (Hague Convention countries) or super-legalisation (non-Hague countries) is required.

What is CATUC and why does it matter for project managers?
CATUC (the Code on Spatial Planning, Urbanism and Construction, Law no. 169/2026) redefines the framework for construction projects in Romania. Project managers now have clearer leadership duties, including preparing the Project Management Plan.
What is the Project Management Plan under Art. 541?
Art. 541 CATUC states that the Plan is prepared by the project manager and approved by the developer. It has 10 mandatory components (scope, costs, schedule, procurement, resources, design content/brief, risks, special issues, quality and communication) and is updated across the S0-S7 life cycle.
Is the course authorised under COR 242101?
